Glossary
The EMN Glossary – as one of the key products of the EMN - improves comparability by enabling a common understanding and use of terms and definitions relating to asylum and migration. The Glossary draws on a variety of sources, but primarily on the legislation of the EU asylum and immigration acquis, and makes terms available in the majority of EU Member State languages.
The online version is regularly updated and available in various languages.

In the context of the Dublin Regulation, the phenomenon where a third-country national applies for international protection in more than one EU Member State with or without having already received international protection in one of those EU Member States.

3. Commission Staff Working Document SEC/2008/2029 provides not only some examples of what 'asylum shopping' means but also an assessment of the impacts of the Dublin system (which comprises the Regulation (EU) No 604/2013 (Dublin III Regulation) and Regulation (EU) No 603/2013 (Eurodac Regulation) and their implementing regulations).

The name given to an informatic system, the purpose of which, via the collection, transmission and comparison of fingerprints, is to assist in determining which EU Member State is to be responsible pursuant to Regulation (EU) No 604/2013 (Dublin III Regulation) for examining an application for international protection lodged in a EU Member State by a third-country national or a stateless person, and otherwise to facilitate the application of Regulation (EU) No 604/2013 under the conditions set out in the Regulation establishing Eurodac.
